Albert Chang joined Meyer, Fluegge & Tenney P.S. as an associate in September, 2019.

Prior to law school, Albert was an environmental engineer and environmental regulator with the Washington State Department of Ecology and the Puget Sound Clean Air Agency.  In those roles, he was responsible for evaluating industrial pollution discharge permit applications under the Clean Air Act (CAA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recover Act (RCRA), National Environmental Policy Act (NEPA), and their Washington State counterparts.  For each permit, Albert drafted case-specific and enforceable permit conditions, as well as technical support reports to document the legal basis and regulatory rationale for each case. 

While in law school, Albert externed with the Land Use Division of the Seattle City Attorney's Office and spent his summers clerking with the Washington State Attorney General's Office.  In those roles, he drafted summary judgment motions and pleadings under Washington's Land Use Petition Act and Model Toxics Control Act.  He also conducted legal research and prepared client advice memos related to the air pollution discharges, and CERCLA liability. 

Albert enjoys assisting clients with a wide range of environmental permitting, environmental litigation, land use, and zoning related concerns.
